What is the Export Inspection Agency?

If you are quite familiar with the import export agency, you must be knowing the definition, meaning, and role of the export inspection agency of India. But if you are new to the world of import-export inspection, here is a quick guide for you about the export inspection agency of India

Under the 1963 Export Act (Quality Control and Inspect), the Export Inspection Agency inspects the consignments and issues under an inspection certificate. The Export Inspection Council, EIC, controls these export inspection agencies in India. There are around 40 sub-offices that come under the export promotion council including the export inspection agency Mumbai and other offices across India.

These export inspection agencies are engaged actively in a variety of services, including certification, quality control with various laboratories from across the country, an inspection of shipment, self-certification scheme, consignment-wise inspection, in-process quality control, and more.

You can get a health certificate from an export inspection agency along with many other certificates. Remember that all the activities regarding certification and inspection are performed through an export inspection agency only.

The two major export inspection agency documents include origin certificates issued in India to export goods. The first origin certificate is issued by the chamber of commerce, whereas the export inspection agency issues the second certificate of origin. Some custom departments of the importing countries ask for both types of certifications to certify the country of origin of goods.

The export inspection council, which controls export inspection agencies in India, promotes the manufacturer exporters based on top-quality management to create steady product quality, helping gain the buyer’s confidence and fulfill their shipment requirements.

The roles and services of an export inspection agency in India:

The following are the roles and services provided by an export inspection agency of India

Advising the central government:

The first and the foremost role or function of the export inspection agency is to advise the central government about the measurement for the enforcement of quality control and inspection regarding supplies proposed for export. The procedure for quality control and inspection is mentioned in Rule 11.

Drawing up the programs:

The export inspection agency of India, EIC, with the agreement of the central government, has to draw up programs to make endowments in assistance to the agencies documented or established under the Act for quality control and inspection. This program helps agencies know all the rules and regulations to perform specific tasks accurately and efficiently.

Co-opt members:

Another role of the export inspection agency in India includes providing co-opt members. People who acquire special knowledge and practical experience in matters related to any trade or commodity may be co-opted as members to perform its functions. This co-option is made by the export inspection council, EIC, under serious consideration.

To control its finances:

The export inspection agency of India has the authority to control its finances. The councilor export inspection agency may receive donations or grants from other institutions and bodies to discharge its functions. For this purpose, the grants or donations are approved by the Central Government. The process goes through a proper channel.

Preparation of the statement of the program:

Before the commencement of each financial year, the export inspection agency of India, EIC, has to prepare the complete statement of the program. This statement of the program includes the activities done throughout the year as well as the financial estimate in respect thereof.

Accounts maintenance:

In consultation with the Comptroller and Auditor General of India, the export inspection agency of India, EIC has to maintain its accounts and prepare the balance sheet. Moreover, the account of the EIC is questioned to audit yearly by the Comptroller and Auditor General of India or by any person appointed for this purpose.

Provide certifications:

The Export inspection agency of India, EIC provides exporters or agencies with different certifications including export inspection agency health certificates and other required documents either by itself or through its network or other organization.

There are many types of certifications including:

  • Certification of quality for export goods by installing quality assurance procedures in the consignment-wise inspection as well as exporting units.
  • Certification of quality for exportable food items by connecting the Food Safety Management System (FSMS) in the food dispensation units per international strategies or guidelines.

Through multiple product export schemes, EIC issues various certificates like authenticity and a health certificate from an export inspection agency. Under the preferential tariffs policies, EIC also issues Certificates of Origin.

Ensure the quality and safety of the products:

The export inspection agency of India, EIC,  assures the quality and safety of the products prescribed under the Act 1963 Export (Quality Control and Inspection). This assurance is done through either quality assurance/food safety management-based certification or a consignment-wise inspection.

Quality control and safety inspection:

Quality control means any activity that is done to check whether the product satisfies the standard specification and requirements or not. An inspection ensures that goods of export are of proper quality and there is nothing to do with the manner of the exports.

In-process quality control:

The method is functional by the processors or manufacturers, ensuring quality during all the stages of production processes, testing, and packing. The export inspection agencies approve the processing and manufacturing units based on their adequate levels of quality control.

In-house laboratory testing:

The export inspection agency of India provides training and technical assistance in implementing quality and safety management systems, laboratory testing, and other services as required.
